Saying 'little briggs engine with the red primer bulb' isn't really enough info, it is a bit like saying 'I have problems with a Ford car'

Why did they change the primer bulb ?

Did they clean the carb?

Is the primer bulb damaged, if not, then changing it probably won't help. It sounds like the carb needs a good cleaning, but, without knowing what engine it is, it is hard to be more specific.

AS Hortimech says, we need the model, type and code numbers from the Briggs. Particularly as there are two types of primer in common use. In addition to cleaning the carb , if it has the corrugated paper air cleaner element you need to pay attention to the positioning and integrity of the gasket that sits between the air cleaner back plate and the carburettor .

Assuming the correct primer bulb (no hole in the top) has been used it looks as though the check valve, pt no 494409 could well be the cause of the problem. If that valve is not seating, instead of a squirt of fuel being pushed into the inlet tract it is possibly just being returned to the tank.

if the mower has few seasons under it's belt there could also be a build up of debris on the filter screens at the ends of the fuel pick up pipes.

It makes sense to replace the diaphragm and gasket between the carb body and the fuel tank if you remove the carb to clean out the tank and the strainers. Not a dificult task but be careful how you tighten the securing screws don't overdo them.
