Villiers engine as fitted to Allen Scythe

Can any one help with my Villiers engine. It is two stroke and I have replaced the coil. I now have it running but it is either eight or four stroking. The carb is clean and the choke is fully off. I have replaced the spark plug. I have also dropped the needle to see if weakening the fixture would help. I am now stumped  so any advice you can come up with will be appreciated.

Hi, believe it or not, there is probably nothing wrong. The 25c on an Allen Scythe is fitted with a governor that works by cutting out the ignition. You will find it if you peer closely at the flywheel nut.

Typical Allen scythe noise is a couple of clean firing strokes followed by a Ding Ding Ding as the governor cuts in a nd kills the spark!

Once heard, easily recognised!

Thanks for the advice from all of you. I wondered if it was the governor but thought that at lower revs it should sound much sweeter, more like a two stroke. I will play with it a bit more and may be lock the governor down and see it it sounds better.
