Atco kickstart

Any ideas about this little problem that is currently driving me mad please.

It’s an Atco kickstart lightweight,as soon as I tighten the nut on the through bolt on the kickstart shaft beyond finger tight the pedal jams solid and releases when I slacken it I assume that the spacer in side the return spring is this correct one
